It’s explicitly stated in the rule book, though I wouldn’t expect a cheater like Springer to care about rules:
For between-innings breaks, the timer begins when the final out of the inning is recorded, with several exceptions. If the pitcher is on base, on deck or at bat when the inning ends, the timer begins when the pitcher leaves the dugout for the mound. If the catcher is on base, on deck or at bat when the inning ends, the timer begins when the catcher enters the dugout (another catcher can begin warming up the pitcher).

In 2019 + 2021, when pitchers were still batting, their first pitch as pitcher would be 188-198 seconds after last pitch faced as batter
Normal batters were 155-162 sec. Thats a gap of ~35 sec

ETA: Per the self-important bowtie-wearing house elf Ken Rosenthal, two people “directly involved” said Springer was only asking the umpire for clarification on whether Ohtani was getting extra time and not lodging a complaint as John Schneider was in the World Series.

This is a money rule citation. I began watching in 2001, so obviously I watched when pitchers had to hit. So I knew some type of grace had to be given. Then pitchers stopped hitting. Forgotten rule indeed but codified.

I’d go the other way: cheaters like Springer often know the rules better than an average player. Why? So they can figure out how to bend the rules or explain why their cheating wasn’t against the rules in the first place (even, and especially, when it totally was)

It felt petty to me. Not to mention the rulebook, It’s like 1-2 min rest for Ohtani, when YOUR starting pitcher is fully rest at the bottom of every innings.
If you want “fairness” in term of amount of rest, then you should put your starting pitcher on treadmill whenever Ohtani is on base.
